In districts like Waikiki, public waste infrastructure has to do so much more than just hold trash. It has to keep litter off busy streets and sidewalks, protect a sensitive beachfront environment, and stand up to constant use in one of Hawaii’s most visible visitor districts.

Open bins were making a visible problem harder to manage

For Waikiki, the issue was not simply capacity or collection frequency. Bins were already being emptied multiple times a day, but open containers still left too much opportunity for rummaging and litter escaping into the surrounding public realm. In a district next to the beach and ocean, this obviously posed much wider environmental risk than just routine streetscape untidiness.

The BID and City were looking for something more durable and more controlled than the containers already in use. Long-term robustness mattered, but so did the ability to stop people easily reaching into the bins or prying them open. They also needed a solution that could hold up in a coastal environment shaped by salt, sun, weather exposure, and heavy daily use.

As Trevor Abaruzua, President and Executive Director of Waikiki Business Improvement District, put it, the hard tops were important to stop “trash flying out of them.” In a place so close to the beach and ocean, he said, the goal was to make sure litter did not end up in the water from bins being simply be tipped over and spread across the streets.

A tougher enclosed format for a high-pressure public setting

What helped metroSTOR stand out was not just the enclosed concept, but the all-steel build, the more secure deposit format, and the tougher lock and access mechanism. Repairability also mattered – the non-combustible steel liner and the ability to replace damaged panels or components gave the City and BID a more durable long-term option for a demanding public setting.

The trash enclosures are far more than functional waste receptacles. Their custom Hawaiian botanical and sea life-themed artwork transforms them into a public amenity that celebrates Waikiki’s unique identity. By integrating functional infrastructure with place-based design, the bins contribute to a cleaner, more attractive pedestrian environment while reinforcing the district’s distinctive sense of place.

Part of a broader effort to create a cleaner, safer environment

The BID saw the bins as an environmental design improvement, reducing easy access to refuse and redeemable containers, helping remove one of the factors that can draw persistent activity around certain locations.

Earlier success with similar enclosed bins at Kuhio Beach Park had already shown the value of better containment in preventing trash from blowing out and reaching the beach and ocean. The larger Waikiki installation built on that lesson in a district where visual quality, environmental protection, and day-to-day control all matter.

What this shows for other coastal and visitor districts

The Waikiki project shows why public-space waste infrastructure needs to be judged by more than price or capacity alone. In a busy coastal district, the right bin has to resist rummaging, contain litter, hold up for many years under constant use, and still suit a prominent public setting.

For cities, parks departments, and business improvement districts managing similar environments, that makes enclosed steel infrastructure a practical operational choice. Better bins do not solve every public-realm challenge in isolation, but they can remove a persistent source of mess, interference, and visual disorder while helping protect the places people notice most.
